Last night I attended a Citizen’s Review Committee (CRC) hearing.
The ground rules of the CRC are simple and explained at the start: All parties are to be respectful to everyone and each participant has 1 1/2 minutes to speak.
Immediately after the CRC Chair finished her introduction and ground rules explanation, several self-proclaimed activists became disrespectful and aggressive.
For the next 3 1/2 – 4 hours and without provocation, volatile insults were hurled at one particular Command Staff Officer of the Portland Police Bureau. The CRC Chair, the City Auditor, several City Attorneys in attendance, and the Director of IPR allowed the volatile conduct and abuse to continue with little interference or intervention.
Near the close of the CRC hearing, one of the particularly volatile self-proclaimed activists, who was asked to cease his disrespectful behavior, walked directly up to a seated CRC member and threw a cup of water in his face because he voted in favor of the police officer whose case was being heard.
It is unacceptable that with all the city officials present, not one stopped this meeting to remove the offending participants before things escalated to the point of near assault.
With the safety of our members in mind, the Portland Police Association highly discourages any PPA Member to attend CRC hearings for now and into the foreseeable future.
We also highly encourage Chief O’Dea to discontinue sending Command Staff Personnel to the CRC hearings as they are exposed to these dangerous and volatile situations.
